In a resolution released by the Championships Committee, Manny Pacquiao was elected champion in recess by the World Boxing Association (WBA) while Yordenis Ugas was promoted to super-welterweight champion.
In July 2019, when he beat Keith Thurman, Pacquiao captured the super-champion belt, but since then he has not defended the belt.
Under its rule C.14, the WBA dictates that champions and their teams are expected to understand the rules and regulations of the WBA. Law C.22-24 notes that when, for medical, legal or other reasons outside his control, a champion is unable to defend the belt, he can be named champion in recess. The medical reasons must be reported to the WBA Medical Committee, while the legal reasons must be reported to the Legal Director and to the Championship Committee.
Under the provisions of the WBA regulations, any inconvenience that might occur in the process will be resolved.
